EDIT: The earth conductor (cpc) must be connected to earth! It is not, and never will be, redundant.

Thier is no current CPC in existing thermostat and no terminal in the receiver unit.

I can clearly see an earth terminal marked on the wiring diagram.

Wired as per lectricians diagram receiver takes signal as it clicks and green light indicates on but boiler doesn't fire up.
