just a though
a new tax rate off 10% from 12.700 to 15.500 with pensioners able to claim winter fuel allowance in the 10% band this would help a lot off people at the lower end ??
i chose 15.500 as a pensioner i will be on around 15700 so would not be entitled to winter fuel but at around £600 tax due every year if 10% would be £300 less a year:unsure::D

But everyone who pays tax would be £280 better off, and if you applied it to the first £15,500, I and anyone else who doesn't get a personal allowance would be £1,550 better off.

Yes you are off course right
I was just trying to find a fair way to help those in most need where the cliff edge is ...but as you pointed out that idea failed
