Naturally I get my premium bond results today.

If you get the platinum service you get that along with higher limits

I think Pete has Easy Access. Also not an ISA. But I take the point. Many of the highest interest rates on Easy Access come with a bonus rate.

Majority of the high street ones that i look at come with no bonus just a standard 4% and slightly higher .
My nationwide ones i can access 3 times a year without any interest penalty at all on the 4% just waiting for one to transfer over from natwest as there best cash ISA is 3.75% down from over 4% a few weeks ago

Compared to putting it under the bed? Yes.

Earning taxable interest which falls behind inflation?

No.

Keeping enough cash to tide you over the short term?
