It is just an extension lead in effect, but probably safer as it is clipped to the wall etc. The danger of course with doing it that way is people might not realise, and plug in a tumble dryer into the extension and a washing machine into the other, overloading the socket.
... but , even if they did not have this 'extension', they could have plugged both dryer and WM into the same double socket (the one into which the 'extension' was plugged), anyway - something we've all seen (and in some senses one can't blame Joe Public for thinking it's OK).
