You'll burn through that and more trying to construct and maintain a brick-built bund. It needs to be completely watertight, and any rainwater that builds up in it needs to pumped out into containers and taken to a specialist disposal site for contaminated water, which will cost you time and money. Alternatively, you can build a big enough roof over it to prevent rain getting in, but no combustible materials may be used in the roof's construction, so realistically it has to be all-metal. If you can do all that for under £600 I'd be very very surprised

Or i could just add a bit of 15mm pipe with ball valve to the lowest point through the wall to drain it.

You could, but whichever way you get the fluid out, it doesn't change the fact that it needs to be collected and correctly disposed of.

why, if it didnt have a bund any leakage which there shouldnt be any would just get washed off the plinth so why would i collect it and dispose of differently?

For clarity, i dont NEED a bunded tank, bund is just for piece of mind in case the worst was to happen it would catch the oil.

Are you organising the issue of a Buildings Control Notice or using an OFTEC Technician with the tank ticket to certify the installation?

oftec, risk assessment has been done and single skin can be used, plinth has been made and will be painted with bundcoat resin before tank is placed on it, then at a later date i can build a bund.
