I've been trying to work out the point you are raising. Is this about law enforcement putting themselves in danger. And whether it is still legal to use deadly force.
what's your opinion of the circumstances - forget the legal arguments.
 
All the research.. come on, surely that sounds daft when you read it back.

I know you like a bit of AI. why not ask "how long does an officer take to decide to shoot"

In critical, high-stress situations, police officers often make the decision to use deadly force in
less than one second to two seconds. Research suggests that the average decision time to shoot in complex scenarios is roughly 0.5 to 0.9 seconds, while the total time from perceiving a threat to reacting and shooting can be under 1.5 seconds.
  • Physical Limitations: Even after the brain decides to stop shooting, it takes an average of 0.29 to 0.36 seconds for the body to physically stop pulling the trigger, often resulting in additional rounds being fired.

This is not an objective assessment.

You don't know the background. It looks like this research was commissioned by a police support group to try to overturn the results of the previous research done a decade before. But it seems they didn't like the results. That is because the results showed that even untrained civilians could assess a danger had ended and stop firing within 0.35 seconds. The human brain is amazing. So, they basically trashed their own results. They end up claiming that the research, which they themselves had commissioned, is meaningless. Anyway, that is my understanding, from reading their report, of how it came about. Anyone is free to look to check if I am right.

It's not clear yet. I think possibly he was walking across the front of the car to join his colleagues on the other side, but was caught out by Renee setting off sooner than he expected. Becca suddenly tells Renee to drive. I don't think anyone was expecting that.
 
Plenty of people think they can sit in their cars and ignore the police telling them to open their doors and get out. It never ends well for them. A dog handler would put their window in and send in a dog to get them out.
