I've just been getting up to speed on this. I was very surprised at how limited their powers are. What power did they actually have to try to detain Renee. On the face of it, none. I wonder whether more information will come out. This aspect isn't getting much of a mention in the media.

It is a really important and interesting point. ICE have no power to arrest US citizens. But they can detain them temporarily if they are obstructing their work, such as blocking in an ICE vehicle or trying to physically prevent an arrest. First, they have to give orders for the obstruction to cease, and then if those orders are not followed they can temporarily detain a citizen. In Renee's case, it is not clear whether any sort of obstruction actually happened.
