You keep repeating that point. But nobody is actually doing that in these estimates. That is something you have either misunderstood or invented.

The government has to estimate these figures. Just like GDP and inflation are estimates. An estimate is not the same as a guess. These are the figures that the US government works from. If you think they are wrong, write and tell them!
