Make sure all 3 stats are as you said.......

1) Boiler stat set to Max 2) Room-Stat up Hi ? 3) Cyl Stat above 60deg ?

Could be a few things - Pump, Div Valve or Gas Valve

Are pipes to CHB Hot or cold - or one hot one cold ?

Good Luck

all thermostats on high .... the boiler does not fire so no hot pipes anywhere !!

if you have a multimeter and know how to use it, check that you have 240v at the L connection in boiler, if you have 240 then its a boiler problem, if not then its an external control fault.
