Ideas for dressing up some rotten steps!

Hi everyone!

I'm looking for some workable ideas on sorting out some steps. The steps in question are shown in the attached pictures and they are sleepers that are going to be a pain to replace like for like as they are part of an interlocking framework, so in reality would have to dismantle the lot to replace any one step.

So I'm wondering what I can do as an alternative. There's too many problem areas for filling (any attempts to do so previously are now collapsing as you can see in the pictures). Maybe we could try attaching some decking onto the steps themselves? Or tiles maybe? Any ideas would be greatly appreciated, thank you!

How rotten is the wood?
You could be lucky and find the rot is just surface deep but the core of the wood is ok.
If so, I would use very long screws and decking boards.

If the sleepers are very rotten, maybe dig/cut the sleepers out and use concrete or brick. Then use decking for treads
