Any ideas of what I can do to the highlighted part ?

it was supposed to be a wall at first but because my neighbour whos a builder done it he decided to do it this way,

i finished the concrete slab to the end of the fence and bricked it there but the rest im not sure how to make it look more presentable?

can I take all the foundation away from the front and get bricks put in ?

From this distance it looks like a barrowful of cement/concrete has just been tipped over and left.

Its not, the garden is on a slight downwards hill so was levelled up.
