Identification of Conductors by Colour

On the subject of colours, there's a proposal to standardise the colour for functional earth conductors as yellow.
 
Do you mean the black earth or

the white yellow phase?

Both those (like the "phase Y" being white!!) and the "white with green sleeve" earth.

But if the earth is black, how do you distinguish it from the neutral?
 
I've seen red used for earth and for main bonding in more than one property, black is still seen in a few places.
I'm quite surprised the geniuses at CENELEC haven't changed all 3 phases and the neutral conductor to brown, after all they are all live conductors!

I've shown this picture of the origin of my installation a number of times before - I guess that 'they' (I believe East Midlands Electricity Board at the time) must have run out of black-insulated cable (and forgot to take the outer sheath into the Henley)!

Note also the red/blue/green phase indication, subsequently translated to A/B/C by the cable markers!.
