I dont think its military issue, at least not UK forces

In my day we were issued this type of knife, then those who specialised as Seaman got the full rigging set.

I have one just like that, given to me a few years ago, following the death of a friend. I'm not sure where he got it from, he had worked for the YEB, and was a very keen member of the TA. I could almost shave with the blade, it was that sharp.

Strange world

in my day nearly every one ? carried a pocket knife of some type ??

That’s how I recall it any way
As a boy, countryman, farm worker, professional Highland deerstalker, I carried a decent sized lock knife for all of my working life. Only latterly, when the law on knives became much more strict, I had to take great care about what was in my pockets. Lock knives were taboo unless in use or being carried to or from work. An ordinary clasp knife can only have a blade up to 3" long. I retired not long after this came in, the knife I carry now is a "Super Tinker" Swiss army Knife.

Never recalled any one with a knife at school

But pen knives in your pocket after school seemed to
Be the norm even when I was at primary school

You could just walk into a news agent and buy them whilst you were primary school age ?? Never recalled any one getting stabbed ??

I always thought the spike was for getting stones out of horses hooves.
You were wrong. A hoof pick is hook-like.

The style of the knife shown is similar to the very common post-war stainless steel army knife, but they do not have the spike, so, yes, probably naval.
