Even without considering such breaches of security I can't understand why anyone would have provided answers to all the intrusive questions on the last census.
The regulations under which it was collected pretty much say that almost anyone can have access to the data anyway.
Edit: I'll qualify that by saying anyone who had learned of the arrangements and didn't just blindly believe the blatant lies put out by the government about how the data would be kept completely confidential for a hundred years.
