Immersion cut-out with a twist

Simple all-electric vented system in small flat. Immersion thermostat cut-out kept tripping, a special nuisance as the flat has a tenant. Plumber changed the stat but it didn't fix the problem. Here's the twist: Plumbing was about 40 years old and probably furred up so we replaced the ENTIRE SYSTEM - cylinder (stainless), immersion element, stat and time switch - and it still trips! Any ideas?

Get a competent spark to investigate
These hybrid plumbing/ electric problems seem to suffer from jobsworth syndrome. I've had one plumber saying it's obviously electrical - not my department - and sparks saying it's probably the tank not filling - not my department. Isn't there ANY old-fashioned plumber/electrician who knows both subjects inside out, or are they all too bogged down with the latest "editions" of their specialist subject?
 
What exactly is tripping? Did you renew the immersion wiring or at least check it out? Maybe get someone capable of both?
