Immersion cut-out with a twist

Simple all-electric vented system in small flat. Immersion thermostat cut-out kept tripping, a special nuisance as the flat has a tenant. Plumber changed the stat but it didn't fix the problem. Here's the twist: Plumbing was about 40 years old and probably furred up so we replaced the ENTIRE SYSTEM - cylinder (stainless), immersion element, stat and time switch - and it still trips! Any ideas?

Get a competent spark to investigate
These hybrid plumbing/ electric problems seem to suffer from jobsworth syndrome. I've had one plumber saying it's obviously electrical - not my department - and sparks saying it's probably the tank not filling - not my department. Isn't there ANY old-fashioned plumber/electrician who knows both subjects inside out, or are they all too bogged down with the latest "editions" of their specialist subject?
 
What exactly is tripping? Did you renew the immersion wiring or at least check it out? Maybe get someone capable of both?

The reset button on the thermostat. Nothing wrong with the wiring. A steady 240v in and clean switch-off from the timer.
 
Earth continuity been checked? As suggested, an experienced electrician should be able to fault find.

How is the immersion powered? Does it have it's own radial circuit from the CU or is it a spur from the Ring?

Single radial supply from CU with its own MCB. Whole flat rewired about 5 years ago.

Is the immersion mounted in the top of of the cylinder and if so is it twin element with Sink/Bath c/o switch or is it a side mounted immersion element?.
