Immersion heater boost only

Hi,

I just moved to a new flat and I only get hot tap water when i turn on the booster switch. The water boiler does not seem to have an upper or bottom part (no separation between off peak heating and boost switch) and there is also no timer. Is it possible that the system is only connected to this booster and does not heat the water otherwise?

Pretty well anything is possible, without knowing what's installed (we like pictures here) then it's impossible to comment.
