Immersion heater thermostat water getting into tube

If you remove the stat ,and connect the incoming live directly to the element ,does the RCD still trip instantly ?
 
With the power off and stat disconnected as in your photo, get a multimeter and test resistances L-N, L-E, E-N.

Also; the photo seems to show water staining on the casing from above and above right of the 'mersion
Im getting 19 point something for L-N and no reading for the others.. the water staining is historical
 
That immersion appears to have a separate Hi limit stat attached to the Immersion boss?, Are they still making Immersions with this set up, most of the new ones seem to have it incorporated in the control stat?.
 
If you gently probe the pocket with an absorbsent probe to clear any water, and it re-appears then you need to replace the whole assembly, draining the cylinder.

That's good for the element itself; do you also have continuity through the removed thermostat terminals and no reading between thermostat terminals and brass body?

He says he has done and it's still leaking.
 
Then replace whole immersion with a different make, I suggest Backer.

Seem to remember others reporting quality issues with Tesla.
