The property below mine has an immersion heating system which recently overheated. The heat and moisture filtered up through the flooring of my property and resulted in contorting door frames and dislodging ceramic floor tiles which were cemented in. Should immersions not have some kind of fail safe device to prevent this from happening in the first place?

Older ones don't. I commented on a recent thread about the dangers of older immersions without a safety cutout, in the event of a stat failure, boiling the water. There was a tragic incident where a young child lost their life following such an incident, at least in your case the damage is repairable. I would hope both parties in your instance would have insurance that would cover the repair costs.
It sounds as if this may have been a thermal store?
Regardless, since about 2005 all elements were required to have a separate overheat stat built in.
But of course anything fitted previously will not have had that safety device.
I do hope that the leaseholder has some kind of insurance that you can claim off.
Alternatively, you can take out a claim against them in the county court although hopefully they might agree to settle without recourse to the legal action.
Was their flat damaged much too?

There was no damage in my neighbour's property. All the heat and steam rose upwards in to my property. The overhead tank does not have a lid and appears to be quite old. Should it be replaced with one which is heat resistant?
It would ideally (for efficiency) but that's not for you to decide. As long as a modern immersion is fitted then you won't have the trouble again.
