hi, am in the throws of converting an old understairs coal-house into a toilet which will also have a washbasin. the coal-house presently contains the wiring-centre for the central heating is this permissable or will it have to be moved elsewhere?

So long as it's located high enough that there won't be any inadvertent splashing, I'd say it would be fine.
It's not a bath or a shower, so it's not a "special area".
However, I would make the lighting switch a pull-cord.

A pull cord is advisable but not a necessity, as it is not a special location.

Not a special location as far as electrics are concerned but also be aware that creating a new room with a w/c is notifyable work & subject to other relevant Building Regulations; forced ventilation, inspection/testing of any new foul drain connection & if stud walls are involved, possibly sound insulation.
