Indian Sandstone Paving Grouting

we have indian sandstone paving and the cement grouting has now started to break up. When I take this out what other inexpensive options are there? We did think about puting Alpine Gravel in the gaps on a bed of dry cement, but the gravel would still be loose. I know specialist companies do epoxy resin and is quite expensive to stick gravel down but this in the gaps between slabs. Can anyone make a suggestion. Thanks

How big of an area is it and how big are the joints? The resin stuff goes a long way on small joints.
 
There are two area a path of approx 2mtr x 9mtrs, and a raised area of 3mts x 5 mtrs. Don't know if they are spot bedded but probablt are as a couple have now become wobbly will know more when I chip out the existing cement and see if any others come loose. The joints vary all over from 10mm to 5mm.

your layer was quite good, mine managed 1mm against the wall in places, and 5-35 on the other main slabs, definite 5 dab merchant too. If you are unlucky they have been to special building school where they learn to make each dab a different strength.
