Hello,can anyone tell me if it is up to the electrican(not part p registered) or the householder ordering the work to notify the local council building department for any notifiable work.

As in all building control notifications it is the responsibility of the householder to inform, but it is common for many building contractors to do this on your behalf. As electricans have not formerly been involved in the process you may find that some will and some won't know where to start. If you're getting anybody to quote you should ask them directly if they will undertake to deal with the paperwork.
