Installing a handrail onto pavers

I’ve picked up this handrail for my elderly mum who needs it to get to her back door.

The pic is from the manufacturer.
If you were installing this, would you lift the slabs, make a concrete base under each of the 2 pavers, and put them back before drilling the holes, or are the paving slabs strong enough to hold the rail as they are? the installation will be pretty much identical to the photo above.
the holes are approx 50mm apart, 4 for each post. Fixings need 10mm hole.
Any advice welcome. thanks

If you want to be sure it won't fail (ie when it's really important if someone stumbles and they really exert some force on the handrail) then I would lift the slabs and get some solid concrete down there, use something like 130mm sleeve anchors (ie long enough so they fix into the concrete not the paving slabs).
