Installing an internal staircase between 2 flats

Hi,

I was wondering if anyone had any experience in installing an internal staricase between 2 flats, one on top of the other, therefore making it one flat over 2 levels?

The flats are in a victorian townhouse in west london.

I assume planning permission is required for this kind of work. Is it best to hire an architect to do all the work from planning though to building? Any ideas on how much this might cost?
