Yes, but it isn't similar protection.
It is actual physical protection rather than ADS protection.

Also, if you look at a wall, it has two surfaces. Room 1 and room2. You have to consider the depth on both sides so installation of plates may need to be on both sides of the cable......
Yes, possibly, but what we are talking about is burying at a depth of less than 50mm.

Burying at more than 50mm. in a single 100mm. leaf would likely contravene Building Regulations anyway.

Unfortunately, while I agree it would be logical to allow protection by earthed metal plates or capping, it's not one of the options offered in the regulation.
