I am currently replacing the pendant lighting in my living room with downlighters. I would like these to be dimmable. Does anyone have any comments on whether i should use 12vDC or 240v lights?

Neither.

Dimming halogens turns them black, and even when dimmed by half, the lights will be using more than half the electric.

Are you sure?
The halogen cycle cant function correctly without tremendous amounts of heat and bits of filament get deposited on the quartz capsule, turning it black. I've seen them like this in pubs where they've been dimmed.
