Installing Spotlights in an over boarded ceiling

I think I know what the answer is but I have just had my office room ceiling over boarded with a lovely smooth skim finish!!
Is there anyway to retrospectively fit spots?
We cannot gain access from above

Don't.

You can surface mount a track system to the ceiling if you want. Locate the nails with a magnet or studfinder so you can screw into the joists.
