Insulating a concrete lounge floor

We have a solid concrete floors in our 1960 built bungalow. I am assuming, given the year, they're not insulated and in any event they're freezing.

We're about to renovate the lounge and was wondering how we could best try and insulate the floor with only c25mm of build up.

I was thinking of laying a very thin (4mm/6mm) tile backer board or similar onto the floor to act as a thermal break, a good quality underlay on top of that, followed by carpet.

Would that even work? Any other suggestions welcome.

Underlay and carpet is sufficient in mine, don't feel the cold.

Must get the foam underlay though (cloud 9 type) not that rubber rubbish
 
I have Plushwalk 12mm in the bedrooms and they're still quite cold - so I thought I'd try something different in the lounge (which I'd want to be cozier!).

They don't - but a properly insulated floor will stop the heat being lost through the floor as quickly when compared to one which doesn't have carpet and underlay?
