Insulating draughty floor

I have a large garage and cellar under my house. In the cellar, you can look up and see the underside of the flooring and all the joists. Great for plumbing and wiring mods, but not so good for insulation. At some point, I may insert insulation material up between the joists, but not until all plumbing/wiring jobs have been done.

My question is: Is there such a thing as a thin insulation board (10mm?) that I can lay on the floor before fitting floor coverings? In the kitchen, I'm planning to use 9mm ply, but this is more to provide a good surface for the vinyl, rather than for insulation. But is there something that will insulate as well??
