Insulating my loft...

I have joists which are roughly 50mm wide and 75mm high with a thin layer of about 80mm of fibre glass insulation in between.

I want to insulate it further and board it out at the same time..as cheaply as possible, I might add!! Also, when my flat was converted, the cables in the loft space were just laid over the top of the joists...cheers for that! Anyway, I was thinking of running lengths of 2"x1" (cheap!) flat along the joists, leaving gaps where the cables can run thru. This wont leave me enough space for fibre glass insulation but I have seen this Thermawrap foil insulation instead. B&Q are selling rolls of it at the mo for £30 for 18 sq m...and are doing BOGOFF too...so for my loft I only need 2 rolls for £30...get in!

I wondered if its possible to run this Thermawrap over the entire loft space...fix down using the timber battens mentioned before on top of the joints...and then fix my chipboard flooring down to the 2"x1" leaving the air gap that type of foil insulation needs (I think I read it somewhere?) Would this do a good enough job of insulating? Or should look at an alternative?

Any help would be greatly received :)
