Insulating Suspended Concrete Floor

I've seen a few posts here, so wondering what our best option would be.

The ground floor is suspended concrete, with no insulation in it. We've done Wet UFH in all but one room, which is parquet flooring. That room is too cold, so want to remove the parquet and put a carpet down.

The parquet is abut 2cm ish with tar to hold it down. We don't want to create too much of a step going into the room.

What do you suggest laying on the concrete before laying the carpet?
I've seen cork suggested, is that the best insulator for the height restriction we are looking at?
