Insulation in inaccessible roof space

I have about 50cm between plasterboard ceiling (attached to joists) and thick plastic backed 'sheeting' attached to the rafters.

There is very little insulation in this space (that I can see through spotlight holes, there is also very little access.... spotlights is about the lot !

What are my options for upping the insulation ? Can something be 'blown' into the spotlight holes in a similar way to cavity walls ?

Or is studding out the ceiling and attaching thicker insulated boards the only answer ?
