are cables ok to be run on top of insulation and underneath insulation

but NOT inbetween insulation?

It's really just common sense. Think of yourself (a source of heat, just like a cable with current flowing through it) and duvets, say in summer - in which situation do you think you would be coolest, and in which would you be most at risk of 'overheating' - (a) underneath a duvet, (b) between two duvets or (c) on top of a duvet?
