Insullating Extension

Hi all... I've fitted 2 double glazed windows in my extension (single story only) its the only part of the house that has a cavity. Whilst installing new windows ive seen that previous owners have had some sort of wall insullation done, not the normal foamy type but some weird sort its like real wool cut in shreads? i was thinking to get someone into inject new proper stuff in aswell as this wooly stuff would that be ok? As the wool aint compressed, infact its loose as hell doesnt seem to be doing anything.

would this be ok to do? or would it affect anything? need to get something done as kitchen/bathroom is absolute freezing, doesnt retain any heat
