If a damp contractor collects readings on a professional meter that are in the RED and which the meter's manufacturer says require immediate removal of ingress ... but the contractor does not communicate it with the home owner and instead sells impermeable coatings, and later there are big problems with the wall .... if that happens then does the contractor's insurance become active and pay for the damage ?

Or is it the case that the contractor's insurance only comes active if the contractor has acted sincerely and in this case the insurance could respond that they are not liable as the contractor has acted out of order ?

What is the law here ?

They tend not to cover things like poor workmanship or deliberate negligence, like all insurance it will be in the small print.

And does this mean therefore that if a contractor tells you that "he has insurance" it actually does not mean that any damage is covered ?

"He has insurance" could mean anything, it might just be public liability. It depends what the policy says, but incompetence generally isn't covered.
 
It's irrelevant as you cannot claim directly against his insurance.
Your claim would be against him and it would be for him to ask his insurer to support his position.

More important is whether you hold your own legal insurance or building insurance that you could use.
 
I agree with Tony, with the exception of the case when you think the liability might bankrupt the business. In that case it’s useful to know if insurance is in place. Don’t bother going after someone who won’t be able to pay.
