interior damp

Hi folks
I have a 30's house with black and white mock Tudor bays.

The upstairs bay has the single black and white (wood and white panels - I think asbestos panels) behind this there is no brickwork - just the plaster board under the bay.
The wallpaper under the bay goes black with damp despite painting with damp proof paint.

I have a similar damp problem on the upstairs corners of the house. The small bedroom exterior wall (on the brickwork not black and white) also suffers damp. The interior wall has been damp proof painted many times and the brickwork exterior sealed with heavy duty waterproof sealer. It is not damp course problems as there is no problems downstairs. Also the roof has been reroofed and the replacement roof has made no difference to the damp.

Probably condensation caused by lack of ventilation, do rooms have air bricks?
