Intumescent Mastic on gas pipe sleeve

okay I have been off the tools a while now but I always sealed the gas pipe as it entered the property and passed through the sleeve, now walking passed some new build flats and noticed that none of the sleeves are sealed, so what’s the law now ?

The sleeve is sealed on the inside of the property and left open on the outside, the thinking being that if there was a gas escape within the sleeve it would vent to outside.
