Is building regs needed?

I'm extending the garage n porch across the front of my house (3 feet forwards and 25 feet across), It won't be 'lived in', you've told me I need PP, but can I just go ahead once I have PP or will I need regs approval too?
 
Building regulations are not needed for a porch under 30m².
To qualify as a porch it must be built on an existing external door opening, must not include fixed heating and the existing external door must be retained.
 
I suspect building regulations should apply for the attached garage extension. Best ask your local building control team to clarify.
