is it asbestos insulation?

Can't really make it out. I doubt it, but if you're unsure then get someone in. In the meantime get a spray gun and damp it all down to limit dust.
 
It looks to me like brown hair felt. Snip a bit off, take it outside and light it.

If it is, it turns to dust, so clean it all off and fit Climaflex or similar (tape up the joints and bends to prevent it opening a gap) which is much much better.

Put one or two red jackets round the cylinder as well.

Looking at the pics I think you're more likely to die from the atrocious state of the electrics.
 
The only way to test if its asbestos is to get it tested in a lab. You can't tell by looking (unless its got 'asbestos' written on it :wink: )
 
If you use it with the electrics in that state, I think the fire brigade will have a little 'damping down' of their own to do.

Take a bit of the stuff outside and put a match to it - asbestos doesn't burn :!:
 
Hair Felt and carpet felt round the cylinder. Monkey Dung( asbestos lagging) is white
 
i did were the appropriate ppe whilest isolating the cy

Would that be a pair of wellies and some rubber gloves :o

Saw the other pics you posted and think you should seriously consider "upgrading"
