does anyone know if a sparky could sign off my total rewire (it will be to 17th edition regs) or are they now allowed to or not wish to sign off others work as i know gas-safe installers don't like to sign off other peoples work they cant guarantee as 'up to their standard of work' ??

It depends upon what you mean by "sign off".

They are not allowed to notify your work as their own (I am not saying nobody has ever done it but just that they are not allowed to).

They are allowed to inspect and test your work for you if you ask them, although this gets you no further down the Part P route.

You might find a registered installer who will do your rewire and allow you to help with labour whilst supervised.

You might like to consider the possibility that they refuse to do it because it's illegal, not just because they don't fancy it.

After all this can begin I know that I will have to inform the building control board from my local area, but I do not wish to fall flat on my face on day one over something silly.

So, which is the truth? If you're doing a complete rewire then I would suggest you pay your LABC the £200 fee or whatever it is and (hopefully!) have them inspect and test. You will still make a significant saving over having the work done by a spark, and everything will be above board. That is, assuming you're able to complete the work to a standard that will pass LABCs inspections at first and second fix.

You can, but it is very illegal. Also the sparky would either have to love you or be an absolute idiot. Do you want an absolute idiot testing your installation, also have a think about what you are asking of this person, who may well be a 'little green' in the electrical world and a bit desperate if he is just trying to make a quick buck -

If he signs a certificate stating that the installation complies with bs7671 and that he installed it to that standard and YOU miss something he cant see and someone gets killed, he will be responsible and could end up being a soap collector in the shower of the majestys specialist hotel.
