Is it safe to saw this off?

I'm putting new flooring down in the bathroom but an old pipe for an old radiator is sticking up out of the floor. One side has been removed by unscrewing it, but the other has been left in situe, probably because the threads were rusty. Can I saw this off?

looks like its wedged between two floor boards which may be why its never been removed
 
I know it's a rusty old pipe (without cap?), but if you're sure it is dead, cut it flush with a multitool or hacksaw blade.

OK so I prised out the blockage and it looks like a hollow pipe to me so I'm sawing it off with a hacksaw blade.
