is themostat valve on wrong side of rad

the side of the radiator that the lockshield valve is on gets hot ( the right hand side) the thermostat side pipe stays cold are the valves on the wrong way.
 
Many valves are bi-directional, so it doesn't matter which end of the radiator they are fitted to, or the direction the water flows through them.
They are usually marked with a double headed arrow on the valve body to show the flow can be in either direction.

Some are uni-directional. they are usually marked with a single arrow. Again they can be fitted on either end of a radiator, but the arrow should point in the direction of the water flow.
 
Forgive my ignorance, but is the valve showing two arrows (below) a bi-directional valve meaning it can be installed on either end of a radiator regardless of the water flow direction ? I'm assuming it is due to the two arrows

I have just had a radiator installed and the thermostat has been installed on the flow out side of the radiator.
