Is there any ceiling light that can act just as a cover?

...are you finding that you're having to replace this bulb a number of times a year?

If so, I'm wondering if that's because they're dodgy bulbs, or because you keep hitting it, or some problem with the electrics.

I'm having trouble understanding what you need. Do you want to retain some sort of light in that position, so just change from a pndant to a flush with the ceiling fitting something like this https://www.diynot.com/diy/attachments/flush-png.393366/ or remove the light source completely. Why do you think you would need to call an electrician when a lamp fails, which wouldn't happen that often.

This is my experience with my previous apartment with top ceiling lights, the LED bulbs were different, now I live on a house and I use the bayonet bulb type.

Is this located in an attic or a dormer?
How is relevant? It’s ground floor and 1st floor, why are you asking?

I have another question, my current LED is around 13W, which equates to the same as 100W alogen and it’s a standard config, so I wonder how much wattage those cables can bring, as I see integrated solution which start easily from 24w, up to 36w, even though they’re not my interest.
The old bulbs were 100w each, so I guess that with the new LED is not a problem at all, right?
My house was built in 2016.

That’s not a “cover”; you will need to remove your existing ceiling rose to fit it.

If you’re happy to do that, there are plenty of other cheaper fittings - though likely not as stylish:

(Also note that like practically all IKEA light fittings, the one you linked to doesn’t take bayonet bulbs - it takes E27 screws.)

Not a problem. It’s very rare that you need to worry about the load on lighting circuits.

When I did my 16th the tutor came up with something like 'there are never lighting circuits bigger than 10A, I said something like 'I've worked on 100A lighting circuits', 'Where?' 'just about every night club and theatre I've worked in'

my thoughts exactly highly inefficient even on masonery block or brick you would need 6"/143mm skirting to make up the difference as 5"/119 wouldnt allow you any scribing to the floor

When Australia "Metricated" (in the 1970s),
the minimum ceiling height was reduced from 8 Feet (2438.4 mm) to 2400 mm,
to align with the maximum size of a Plaster Board sheet then becoming 2400 mm.
 
Unless the OP is over seven feet tall, just shorten the pendant cables
