Is this a leak?

Firstly, I'm quite clueless about DIY/home matters - I've had marks on part of the main room ceiling in my top floor flat (with a loft above) for a month or so, but they've particularly worsened over the last week. There's no water coming in through the ceiling but the brown marks are a bit colder to the touch than the non-brown areas - the marks cover an area about 1/2 a metre wide. I presume I need to get a roofer out?

It's an awkward part of the loft to get to with very limited space to crawl into - from memory, there aren't pipes up there.
 
Can you view the loft area from a distance? If you had a drone, you could fly it in to inspect.

Any water tanks up there that could be leaking?

Can you get a good view of your roof from outside? Or use a drone.
 
How old is the property ? Is it near a chimney breast?

If it's a roof leak, or communal pipe not solely yours, it's the freeholder's responsibility, not just yours so let them know.

Put your head thro the ceiling hatch & take some pics - also post pics of the outside of the roof.
