A friend lives in a cottage in Dumfries and wants to isolate his water supply. Removing the lid of the access chamber reveals this bit of kit. I had expected a valve of some sort but have no idea what this is or how to operate it. Anyone know how it works?

No, looks to me to me either a blanking plug in a housing that can be removed to fit a meter if required, or a flap, if you lift it, the meter dials will be below. Clean the rest of the pipe off towards the bottom of the picture, there may be a valve of some description there.
