Main Stopcock - The hot water stops but not the cold!?

My friend has a stopcock in his hall near the front door, when you turn it to the closed position the hot water stops but not the cold water. Should there be another stopcock because if there is he cant find it, or is there something else that needs to be done to isolate the cold supply?
He has a combi boiler if that makes any difference.

Check the kitchen for the mains stop tap. The cold may still be tank fed though. Is there a tank in the loft. :?:

he's just checked in the loft and theres nothing, hes having another look near the kitchen sink
 
He may have an external stop tap.....just outside the side or back door? if not he will have to use the main stop tap in the road/pavement........but if he turns this off it would be a good idea to get one fitted on the side of the circuit not already protected......or as bacho says.....tank fed.
