Is this a thermostat? (pic attached)

Hi all
My house was built in 1992 however I just bought it last year. The attached photo is in our hall way, is this a thermostat? A friend who is a spark said he thought it was, however wasnt sure if it was still being used if we set our heating on a timer?

I assume then this is wired to my timer for the central heating? sorry for the inane questions, I haven't a clue how all these things work!!
 
Its most probably a frost stat so not controlling your heating.
 
Tamper resistant room thermostat, normally installed to prevent people adjusting the temperature.
Currently set to 25C which is rather high.
Also note that most of the exposed metal parts are live if the heating system is switched on - isolate the entire system before removing the cover or adjusting it.
 
Thanks for the replies all, the previous owner was an elderly lady so i assume she liked a very warm house given the high setting. I've knocked it down to 20 to see how it goes.
 
yes it is a thermostat, usually installed where elderly or others keep adjusting the thermostat, it is termed tamper proof, no reason why you cant replace it with just a standard thermostat
