If you go down the collection route, you don't have to have the cert, but if the waste is flytipped and traced back to you, then you could find yourself in Court. The collector is also acting illegally, as they are moving controlled waste without the correct paperwork.
Bonded Asbestos is classed as hazardous waste by the Environment Agency, and they insist on Waste consignment notes whenever someone moves any quantity. A householder taking small amounts from a domestic environment doesn't fall under their requirements for notification.
