Is this asbestos?

I am investigating a dripping sound coming from under the floor and I've started to pull the laminate up.
Under the laminate flooring, there appears to be this stuff. Is it asbestos or can I just carry on?

Unlikely but the pictures are not clear. Try standing back a bit and using more light.

It's a former council house from the '70. Brick walls, plasterboard ceilings

It's fibreboard underlay, made of wood pulp.

Looks like the underlay that is put down under laminate flooring.
