No, thats 2 core flex, you will likely find its joined to the main wires behind the base, theres a likely chance its old VIR wires and possibly no earth, depending where that single earth wire is attached, if no earth you should not have metal light fitting.
Yes, that is the same as what you have there, albeit a different make, personally i would be concerned what lurks behind that old white base, it could end up more involved as someone felt the need to add that short flex.
